If one of the more vocal members makes a statement, instead of saying “that’s interesting”, pivot to the shy person and say “do you agree with what X said”? If bland agreement is offered, there’s no harm in taking the opposing position and saying “what about ______?”

There’s a fine line, of course, between being proactive about including those who aren’t assertive and bullying people who are too shy to speak up. I’ve probably crossed the line a couple of times, but I try my best to read the body language.
