Not exactly a good strategy for hiding from the authorities.

Perhaps the idea was to allow the muammin to live together in large numbers with no one being the wiser, or perhaps Satarov insisted on going underground in order to attain more control over his flock. Either way, the whole episode ought to inspire a good horror movie or two.
